Rules

Contextual Help should replace any page level help, because of the usability rule that people want help right at the point of confusion, not up at the page level. It will act to split up the help throughout a page, and not have to sift through a whole page of help in order to possibly see if your problem is listed.

This is used to define words that may not be known, or to show how something is calculated, or to help explain a difficult concept where someone might need something to be explained a little better, but without clouding up the whole page with explanatory text that does not apply to all people.

If there is a main point that is critical to display on a page, do not allow it to be hidden within contextual help, because we can not assume that people will automatically know to click on the contextual help, or to roll over a ? icon.

It is still allowable to place point of action help boxes as well
