Top Header Menu Overview
The header is the area above the main tabs, that may or may not include sub-branding for a tailored site.
Rules:
This is a global element and should be present on all pages that are not Popups or Thickboxes. It will change slightly for inside of authentication vs. outside of authentication. Spacing and line breaks may be needed to maintain it's integrity, espcially for the rows of <li> that are not closed tags.
